Abstract

Cybersecurity is a critical global concern that transcends national borders and requires coordinated responses. Cyber threats are becoming more frequent, sophisticated, and impactful. Existing research highlights that solutions that focus on technical, organizational, or individual aspects are insufficient to effectively secure cyberspace. In response, the development of Global Cybersecurity Culture (GCSC) has been recognized as a collective and long-term approach for mitigating the real-world impact of these cyber threats. However, limited studies have focused on how a GCSC can be developed and operationalized. In this study, we conducted a Multivocal Literature Review (MLR) to identify critical challenges and their associated practices that hinder the development of GCSC. This MLR was conducted following the established guidelines for MLR in Software Engineering research. A total of 39 primary studies, including both peer-reviewed and Grey Literature (GL) sources, were selected from an initial search of 3,549 literature sources. It identified 13 Critical Challenges, such as Lack of political consensus, the absence of international cyber law, digital sovereignty disputes, disputes over digital human rights, and lack of national cybersecurity capabilities. It also identified 41 associated practices to address these challenges. Furthermore, the identified challenges were clustered into four cultural layers including Knowledge, Tacit Assumptions, Espoused Values, and Artefacts, to provide a structured understanding of how they influence the development of GCSC. This research provides a basis for the development and operationalization of a GCSC by identifying its critical challenges and their associated practices. It also provides a foundation for future research and may inform the future development of maturity assessment models for GCSC.

NISAR MUHAMMAD is pursuing PhD in Software Engineering at the Department of Computer Science and IT, University of Malakand, Pakistan. His doctoral research applies software engineering principles to the domain of global cybersecurity, with a particular focus on examining the global culture of cybersecurity. His research interests include software engineering, cybersecurity, web engineering, and information retrieval. He received an MSCS degree in Web Engineering from the University of Peshawar, Khyber Pakhtunkhwa, Pakistan. He has served in various government positions, including Assistant Director and Deputy Director, in departments such as the Communication and Works Department (C&WD), Home and Tribal Affairs Department (H&TAD), and Higher Education, Archives and Libraries Department (HEA&LD), Government of Khyber Pakhtunkhwa.

Siffat Ullah Khan, Software Engineering Research Group (SERG), Department of Computer Science & IT, University of Malakand, Pakistan.

PROF. DR. SIFFAT ULLAH KHAN received his Ph.D. degree in Computer Science from Keele University, United Kingdom, in 2011. He is currently a Professor of Computer Science and Chairperson of the Department of Artificial Intelligence at the University of Malakand, Pakistan. Previously, he served as Head of the Department of Software Engineering for three years and has held several key academic and administrative leadership roles. He is the Founder of the Software Engineering Research Group (SERG-UOM) at the University of Malakand. Prof. Khan is an HEC-approved PhD supervisor and has successfully supervised seven PhD and twenty-three M.Phil. scholars, with several currently under supervision. He has authored over 140 research publications in well-reputed international journals and conferences. His research interests include software engineering, global software development, cybersecurity, empirical software engineering, agile methods, software outsourcing, cloud computing, requirements engineering, green computing/IT, and ethical AI. In recognition of his research contributions, he was awarded the Gold Medal (Dr. M. N. Azam Prize) by the Pakistan Academy of Sciences in 2015.
